Reconstruction of the observation platform of Tallinn TV Tower and construction of the convention and exhibition centre

In the course of the project, the building and technological systems of the Tallinn TV Tower were fully reconstructed and a contemporary visiting environment with a futuristic interior design was created. In addition to a panorama programme based on multimedia supporting the enjoyment of views, an exposition was created for the TV Tower to introduce Estonian success stories in the field of science and technology and the TV Tower’s own colourful history. With support from the project, marketing activities were launched already a year before opening and activities were underway in terms of introducing the object and sales to tourism companies.
Results of Project
- The highest observation tower in Tallinn and the Nordic countries and the symbol of Estonian restoration of independence that had been closed to visitors for 5 years was reopened on 4 April 2012.
- The TV Tower is one of the most visited tourism attractions in Tallinn. The number of visitors rose from the average of 30,000 in the period preceding the closing to approximately 160,000 visitors per year. In the year following the relaunch, 240,000 people visited the tower, which was more than double the estimation.
- 50% of the visitors to the tower are foreign tourists, mostly from Finland and Russia, plus representatives from more than 30 different countries. Visitors generally arrive at the TV Tower on their own, approx. 15% of foreign tourists arrive through travel agencies or other cooperation partners.
- The TV Tower continues to be popular among local people in the 5th year following the relaunch. The programme of cultural events taking place at all times and temporary exhibitions have taken the percentage of repeat visits to over 25%.
- Approx. 20% of the visitors are children. In addition to regular visits, the TV Tower also offers special programmes for children’s groups, thereby contributing to the selection of study tours of Estonian educational institutions on the topic of both Estonian contemporary history and television and high-rise buildings.
- As a result of the project, SA Tallinna Teletorn and a catering operator established approximately 38 additional full-time or part-time jobs.
Urban space in Kultuurikatel

Project “City street in Kultuurikatel” is one part of the Kultuurikatel building. Katlasaal (boiler hall) and Sisetänav (inner street) to remain on the ground level (room passing through Kultuurikatel). Two steam boilers renovated to be museum showpieces are located in the boiler hall.
Results of Project
- Today, Kultuurikatel is a daily workplace for more than 200 creative people, incl. 10 employees of SA Tallinna Kultuurikatel.
- Kultuurikatel constantly hosts events intended for citizens to a large number of visitors.
Developing the Seaplane Harbour of the Estonian Maritime Museum into a contemporary and complete museum-visitor complex of maritime and engineering history – Seaplane Harbour project

The Seaplane Harbour is home to one of the most spectacular maritime museums in Northern Europe. It accommodates the genuine submarine Lembit from the 1930s, boats and sailboats, a century-old steam-powered icebreaker Suur Tõll, a Short 184 seaplane, mines, cannons and many other life-size showpieces. The museum and the seaplane hangar have won several awards: most tourist friendly museum in Estonia 2012, Europa Nostra Grand Prix 2013, special prize of the European Museum of the Year 2014, and many more. The Seaplane Harbour museum is a memorable experience for the whole family: plenty of interesting reading material, round-the-world trip on a Yellow Submarine, taking photos in the navy uniform, large aquarium, simulators, accurate throwing of paper planes and plenty more of interest.
Results of Project
- A history seaplane hangar was restored and a unique environment was created for an exposition.
- Construction of harbour quays was continued, which has a very important protective function to the whole of the harbour area and the fleet of the maritime museum.
Developing Kiviõli Adventure Centre
Funds appointed to project:
The greatest success factor and competition advantage of the centre that was named the best tourism object in Estonia in 2013 is the opportunity to use the historic-natural characteristic of Ida-Viru County by turning an old mountain of ash into an adventure centre with an internationally positive image.
Results of Project
- Technical building for motor racing centre and ski slopes that is established to store the equipment of the motor racing centre, ski slope maintenance equipment (track tractors), snow cannons and other maintenance technology of the centre.
- Snow-making system and pumping station building of the ski centre, the main objective of which is producing winter artificial snow for ski slopes.
- Track tractor of the ski centre for maintaining ski slopes and cross country tracks.
- Other technical infrastructure – water, sewerage, electricity, communication, exterior lighting, heating system using the residual heat of the hill.
- Automation and access system of buildings – climate control, lighting control, motion control, security system and remote reading of buildings.
Developing Kohtla Mining Park-Museum and its rest area into an attractive tourism site and visitor centre introducing the industrial legacy, stage II

The landscape of Estonian culture and museums received a contemporary and attractive Mining Museum, which is unique in the entire Baltic Sea region. New jobs were created at the site; the number of visitors grew to approx. 26,000 per year. In 2015, the Estonian Mining Museum was the most visited tourism site in North-Estonia (excl. city of Tallinn). The Mining Museum serves as the engine and magnet of Ida-Viru tourism. The share of foreign tourists among the visitors of the museum is growing vigorously; it is involved in international projects through the Tallinn University of Technology; introductory articles have been published in international tourism magazines; it is listed in the list of museums of the Ministry of Culture. As of June 2016, the Estonian Mining Museum is a member of the International Council of Museums (ICOM), i.e. it is globally in an international image.
Results of Project
- The underground museum and its exposition were renovated, heating system was updated in the former administrative building and glazed windows were installed, a conference centre was established on the 2nd floor of the building.
- The building and limestone tower of the direct reduction plant were fully renovated, and the main museum building, exhibition halls, offices, interactive exposition and a rest area were established therein.
- Doors and windows on the boiler house and garage were renovated.
- The territory was surrounded with a fence, it was fixed up, landscaped and lit, the pond was cleaned, and firefighting water points and a parking lot were built.
Making Rakvere Castle into a year-round Medieval and Early Modern Period theme park

Rakvere Castle is the most important site that the visitors and tourists know the city of Rakvere by.
Rakvere Castle is a well-preserved historic fortification where the theme park demonstrating the life of the 16th century is offering a complete era-specific experience to the visitors. The mission of Rakvere Castle is to protect and keep developing the castle and create an environment that would resemble the conditions of the 16th century, offering knowledge about the operation of a typical castle to the visitors.
Results of Project
- A complete year-round theme park demonstrating the life of the 16th century and offering knowledge and experiences to the visitors has been established in Rakvere Castle.
Developing Audru international auto and motorsports centre
Funds appointed to project:
Based on the feedback from customers, the auto24 track could be renamed: “Probably the best racing track in Northern countries”. The customer (competition organisers, people driving on the racing track with their own cars and motorcycles, etc.) feedback for the track is very positive. The ringleaders have been successful in creating a convenient, safe, but at the same time fast and exciting racing track. The summer season is chock-full of competitions, customer events, vehicle and motorcycle demonstrations, etc. And most importantly – many customers come to Estonia specifically to drive on the auto24 track. This means that the plan to help bring foreign tourists to Estonia with the racing track has been successful.
Results of Project
- A contemporary auto and motorsports racing track with accessory buildings meeting the FIA Grade 3 conditions was built.
Establishing a sports complex meeting the international requirements of BMX-MTB-SKATE in Rae Rural Municipality

The objective of the sports complex is to bring a large number of sports tourists to Estonia, doing so mostly outside the regular high season of tourism.
Results of Project
- Spot centre or an adventure sports centre together with a motocross track and different attractions has been completed.
- Establishing the centre promotes healthy lifestyles.
Reconstruction of Tehvandi Stadium into a multifunctional year-round international sports and tourism complex

In the years 1999–2010, Tehvandi Sports Centre became an internationally renowned competition and training centre. Cross country skiing world championships legs that took place in the centre brought in tens of thousands of spectators from Estonia and abroad alike, and the TV broadcast of the competition reached tens of millions of viewers across the world. Unfortunately, the centre did not have a stadium complex meeting contemporary requirements, and the project completed precisely the missing world class complex that created the prerequisites for hosting international championships that have been taken place since then: junior world championships in winter sports, world championships leg in cross country skiing, car racing competition centre of Rally Estonia, leg of the IBU cup, and junior European championships in biathlon, etc.
By the end of 2010, a multifunctional year-round sports complex meeting the requirements for organising international championships that is capable of providing a high quality service to at least a thousand visitors a day has been developed in Tehvandi Sports Centre.
Results of Project
- Tehvandi Stadium has an athletics arena meeting international requirements for doing single events (sprinting, distance and triple jump, javelin throw, discus throw, shot put, high jump and pole-vaulting).
- Football pitch with grass meeting international requirements.
- Sports game court (basketball and volleyball court and tennis court).
- Skiing stadium meeting international requirements for organising different winter sports competitions.
- Tehvandi Stadium building (4 floors, locker rooms for athletes, medical rooms, competition and press centre rooms, referee rooms for organising competitions, sound and communication centre, cafe, winter sports museum, storage rooms, toilets, etc.).
- Western tribune with 2,000 seats in chairs.
- Northern tribune with 1,000 seats on benches.
- Parking lots on the territory (approximately 350 parking spaces).
Construction and fit-out of the Sõmerpalu Motohall

Sõmerpalu motor centre is an interactive visitor centre that introduces motorsports and offers experiences to the visitors.
Results of Project
- Motohall has been established in Sõmerpalu, Võru County.
- 8–10 international motocross competitions are hosted annually.
- Beginners also have the opportunity to try out motorcycling. Visitors will get a bike, equipment and coaching at the site.
- Also popular as a venue for music events and organising customer events.
Construction of Puurmani Cultural and Leisure Centre
Funds appointed to project:
As a result of renovating Puurmani Cultural and Leisure Centre, a building that had largely been empty will be taken into use in full.
Results of Project
- Better availability of public services has been ensured, also to people with a mobility disability.
- Residents of Puurmani Rural Municipality have the opportunity to use contemporary conditions for doing sports: sports hall, gym, aerobics and board game room.
- Appropriate rooms have been created for hobby group activities.
- Maintenance cost of the building will be reduced by 30–40% as a result of the renovation and due to establishing a heating system based on renewable energy.
Small Craft Competence Centre

The focus on Saaremaa regional competence centre is small craft building, because Estonian small craft building has concentrated to Saaremaa, the area has a relatively high added value, has a wide impact on economy through a very varied interlinking sector, and Estonian ship builders themselves believe that developing competences contributes to improving their competitive position the best. At the same time, investment costs in the service of pre- and post-construction quality control of ships are too high and the payoff period is too long for any Estonian company to be interested in offering respective services. Today, base investments in the Saaremaa Small Craft Competence Centre have been made; provision of model test services for ships commenced in 2016. Services of the centre have been developed according to the needs of the companies, thereby becoming ever more complex. The centre also operates as a supporter of the small craft construction programme of the Tallinn University of Technology and leads cooperation projects of Estonian small craft construction companies.
Results of Project
- Modern, unique infrastructure and evolving competence at the centre.
- Cooperation with Estonian researchers interested in the field of shipbuilding technology and hydrodynamics.
- Excellent relationships with small craft construction companies, reference work for providing knowledge services.
- Good relationships with key people of naval architecture in Southampton, Aalto, Kiel, Stockholm, Zagreb and other universities who are interested in cooperation.
Developing Tamula beach promenade
Funds appointed to project:
Tamula beach together with its beach promenade is undoubtedly one of the gems of South-Estonia. Tamula beach is very comfortable and offers things to do to people of all ages – large sandy beach, playgrounds for toddlers, ballgame courts, outdoor fitness area, and much more. The beach is particularly comfortable thanks to its grass oasis where people can sunbathe without worries in the summer – they do not have to worry about the hot sand burning or cleaning sand off the towel all the time, and the beach is also equipped with free showering facilities and toilets. In the beach, visitors can take a walk on the 800-meter beach promenade that starts at Hotel Tamula and ends near Roosisaare Bridge, offering beautiful views on the city of Võru and the lake. The bridge is located near a prehistoric settlement and an outstanding sculpture symbolising the life force. In the summer, Tamula beach bungalow is open, offering comfortable atmosphere and good music. Tamula beach area exemplifies a complete design, a bold and interesting design solution that takes the location into consideration. The beach area is a unique location with a clear identity that raised the quality of life for the residents of the city of Viru and increased the number of visitors to it. Tamula beach has become the favourite place among the locals and domestic and foreign tourists.
The beach area was opened in 2009.
Results of Project
- Approx. 800-meter section was developed on the shore of Lake Tamula.
- The beach has pathways covered with stones and boards, lighting, fountain, children’s toys, bleachers, greenery, grass oasis imitating sunbeds, dressing booths, WC (also disabled), outdoor shower, piers, etc.
- Each installed detail in Tamula beach has been carefully considered and has artistic value. The beach stands out with its innovation and environmental friendliness.
- In the summer, the number of visitors to the beach area has increased and more events are taking place, plus business activity in the beach has also enlivened. On average, 5–6 entrepreneurs operate on the beach area.
Construction of Angla Heritage Culture Centre
Funds appointed to project:
A new Heritage Culture Centre together with workshops, a museum and a conference hall furnished with a unique exposition of crafts machines was built from Saaremaa dolomite using old building methods. The oldest from the 17th century. Interest in the new Heritage Culture Centre has been great both among tourism promoters and tour operators. Public interest in learning handicrafts has been surprisingly great. Great joy is found in acquiring simple skills that produce a self-made item. As appropriate for a windmill hill, the central location in the centre is a Bread Room together with a bread oven and baking of bread. The centre is a highly suitable holiday location for families with children.
Results of Project
- The Heritage Culture Centre building was built, the public rooms of which are located on three storeys.
- The centre houses different workshops introducing handicraft traditions, a room for eating homemade bread, exhibition hall, 2 rooms for performers, chimney, old bread oven, public toilets, storage rooms and service rooms.
- The centre hosts national handicraft days and celebrations of folk calendar events.
Establishing the Wittenstein Time Centre on Vallimäe Hill in Paide
Funds appointed to project:
Wittenstein Time Centre is a unique tourism site in the Baltic States where the visitor can get an interactive and humorous overview of the history of Estonia in an hour and a half. The time machine (elevator) takes visitors through 9 eras of Estonia in the watchtower of Paide Castle. The Time Centre offers an alternative to traditional museums in order to diversify the introduction of history.
In the Time Centre, visitors can meet characters from different eras, listen to the songs and dance the dances of different eras and taste the flavours of different areas.
The Time Centre has joined the Järvamaa Museum and thereby created new synergy that enables introducing the history of Estonia both through experiences and scientifically. Turnover of Wittenstein Time Centre has increased by nearly 30,000 euros every year.
Results of Project
- An attractive exposition of Estonian history (prehistoric era, era of the Orders, era of kings, era of czars, era of occupations, Estonian era, era of the restoration of independence, Eurochamber) is located through eight floors.
- 16 exposition with different interior design have been prepared on the eight floors of the Valli Tower.
- Mannequins provided for in the concept have been purchased, costumes have been prepared for 17 mannequins, 3 costumes for employees of the centre and 12 costumes for visitors to participate in the programme.
- Forgings necessary in the exposition (25 pcs.) have been produced.
- 18 sound clips have been produced as background for expositions.
- 16 video clips of different eras, a 10-minute advertising film about the Time Centre and a 20-minute film Chronicles of Estonia have been produced.
- 37 interactive exhibits have been prepared.
- Necessary audiovisual equipment has been installed.
Competence Centre for Knowledge-Based Health Goods and Natural Products
Funds appointed to project:
In the course of the project, a contemporary competence centre PlantValor for knowledge-based health goods and natural products enabling complete valorisation of herbal raw material was established in the former main building of the Polli Horticultural Research Centre. With aid from the European Regional Development Fund, an office building constructed in 1974 was reconstructed, analysis and technology laboratories were furnished, launching the activity of the centre and introducing the opportunities to research groups and entrepreneurs working with herbal raw material was commenced.
Results of Project
- The technology unit of the centre can produce different natural extracts, powders and oils as test patches that can be used in manufacturing functional foods with high natural added value, in household chemicals and cosmetics industry.
- Employees and scientists of the centre and entrepreneurs interested in cooperation have access to laboratory test equipment such as, among others, a supercritical carbon dioxide extractor, liquid extractor, microwave extractor and lyophilizer.
- The analysis unit enables carrying out biochemical and microbiological analyses.
- Contemporary technological means help to increase the competitiveness of all Estonian manufacturers and processers of herbal raw materials and establish good prerequisites for cooperation both in terms of research and product development.
Oil Shale Competence Centre

The Oil Shale Competence Centre (OSCC) is an internationally renowned leader and independent expert of valorising use of oil shale, other natural resources and byproducts of processing thereof and a promotor of entrepreneurship associated with the field and development of the region.
Activities of the project of developing the Oil Shale Competence Centre are aimed at using the specificity of the region – oil shale and industry and areas of activity associated with thereof – for the development of the region and benefit of the residents. The OSCC has created opportunities for involving PhD students and researchers and for establishing jobs for the top specialists in Ida-Viru County. As a result of the project, the cooperation between companies, researchers and local governments has deepened.
By developing the infrastructure of the Oil Shale Competence Centre, involving researchers and offering a wider range of services, the level of research and development activity in the region has improved and the number of companies using knowledge services (incl. companies just starting out) has increased by approximately 50%.
As a result of activities aimed at the public, awareness regarding the field of oil shale has increased both in the region and in the country as a whole.
Results of Project
- By replenishing the equipment fleet of the fuel technology research and test laboratory of the OSCC and implementing new analysis methods, the capacity of the laboratory has significantly improved.
- Incubation services, incl. the opportunity to rent test and development laboratories, are offered to entrepreneurs
- An oil shale conference with approx. 200 participants is held every year.
- The region offers a unique consultation service regarding intellectual property.
- Oil shale newsletter and oil shale industry yearbook is being published.
Developing tourism and recreational activities in the Mooste Manor complex
Funds appointed to project:
Mooste Manor established during the reign of the Nolcken family, one of the mostly integrally preserved manor complexes in Estonia, with its exemplary mansion and lofty ancillary buildings is located in the south-eastern part of Estonia, 250 km from Tallinn, 42 km from Tartu in Põlva County, on the shore of Lake Mooste.
The manor has accommodation, a cafe and restaurant and several exciting entrepreneurs in the Masters’ Courtyard.

- Folk House restored.
- Governor’s House restored.
- Restaurateurs’ House restored, basic equipment purchased.
- Contemporary audio equipment, light equipment and furniture purchased for the Folk House.
Renovation of the storehouse-dryer of Kohila Manor into Kohila Library
Funds appointed to project:
The general objective achieved with the project was to increase the quality of the availability of the library service for the residents of Kohila region to meet the contemporary functional requirements of a library and establish a library with modern architectural solutions of a size that corresponds to the number of residents in the area. The new library to be established as a result of the project is an important prerequisite for activating the intellectual life of the region and improve the reading culture and reading habits among children and young people. In addition to being a provider of the standard library service, the new library has also received the role of a partial local cultural centre.
Results of Project
- A historically valuable building was restored and taken into use.
- Lending books in the library improved, a contemporary reading hall was established and an internet point was opened.
- The service of organising a seminar-conference, hall for hobby groups, video-music room with the opportunity to watch quality films (video projector + screen) and art exhibition hall were added as new services.
Recreational sports trail on the left bank of Pärnu River (Jüri Jaansoni trail)
Funds appointed to project:
Developing public urban space and turning it into an attractive place for spending time and doing sports on the left bank of Pärnu River; propagating recreational sports and active lifestyle and developing opportunities for it.
Results of Project
- 4 km cycle and pedestrian track was established on the left bank of Pärnu River in the area between the two bridges
- Together with the cycle and pedestrian track on the right bank of the river, the track to be established shall form an approx. 9 km trail.
- Lighting, bike racks, garbage cans and benches were installed near the trail.
- Opportunities for using urban environment have expanded, the new cycle and pedestrian track enables safe and convenient option for being active in the city centre area.
Construction of Narva waterfront promenade
Funds appointed to project:
Narva promenade is a renovated nearly a kilometer-long Narva River waterfront that received a completely new appearance after the renovation.
Results of Project
- Parts of the bastion walls in places in danger of collapsing have been secured and the promenade has been equipped with lighting and video surveillance system.
- Separate footpaths and cycle and pedestrian tracks and access roads for vehicles have been established in order to enable the safe and convenient use of the promenade for pedestrians, recreational athletes and the border guard alike.
- Hahn stairway that had been closed since the restoration of the border was reopened.
- The entire area has been fixed up.
- Different architectural small forms and urban furniture have been installed to create an attractive contemporary atmosphere for the visitors of the promenade.
